According to the University Grants Commission of India (UGC), there are 1057 universities in India. Among the total number there are 456 State Universities, 126 Deemed to be Universities, 54 Central Universities and 421 Private Universities. If we calculate number of Central Universities and State Universities, we can say there are 510 public universities in India.
Central Universities are formed by an Act of Parliament and are under the direct purview of the Department of Higher Education (DHE) under Ministry of Human Resource Development-MHRD. Moreover, central universities are totally funded and run by the Central government.
State Universities are completely funded and run by the state governments.
To get admission into Central Universities, candidates has to appear and qualify the Common University Entrance Test - CUET run by National Testing Agency-NTA. However. International students will continue to be admitted as per the existing practice the universities have on supernumerary basis.
For admission at Indian Public Universities, International students are advised to check the university website and particularly international application and admission portal. You may be asked to submit one of the common test results along with the supporting documents.

ICCR Scholarship - ICCR awards scholarship to International students for pursuing various undergraduate, postgradaute, doctoral and post doctoral fellowship courses in India with stipend at public universities.
Study in India (SII Scholarship) - International students may apply to study in India through the Study in India website. Through the Study in India website they can apply both public and private universities as per their choice.
DASA - Direct Admission of Students Abroad is another application portal for international students to study in India.
